About our presenter: Thomas (Tom) Lopez has been with PURA since 2019 and since November, 2020, has served as the Director of the Office of Education, Outreach, & Enforcement (EOE) at the Connecticut Public Utilities Regulatory Authority (PURA). In this role, Tom supervises 20 staff members comprised of attorneys, customer service representatives, accountants and rate specialists. One of the key objectives for EOE is to provide ratepayers and parties that interact with PURA an improved customer service experience. The office is charged with, among other things, playing a key role in rates cases, processing and analyzing routine licensing and certification matters filed with PURA, mediating disputes concerning matters related to regulated entities whenever
possible or appropriate, enforcing PURA orders, regulations, and statutes, independently investigating any PURA-regulated entities, processing complaints from Connecticut ratepayers,
with a focus on providing a timely resolution for the complainant, and producing, distributing, and presenting educational materials through public forums.

Prior to becoming the Director of EOE, Tom was a staff attorney with PURA. Before joining PURA, Tom served as a State’s Attorney in Tolland, and as a Special Assistant United States Attorney. Additionally, Tom spent nearly a decade on active duty in the United States Navy. In the Navy, Tom served tours in Washington, DC, onboard USS DWIGHT D. EISENHOWER (CVN-69), and finally at Submarine Base New London, Groton, Connecticut. Tom remains in the Navy Reserve at the rank of Commander, where his current role, when active, is as international law attorney for Commander, Naval Forces Europe and Africa and Commander, Naval Forces Central Command. Tom lives in Old Saybrook, Connecticut, with his wife, Emily, and their three children.
